Regulatory Improvement Council

Welcome to Valis Associates

PictureWayne Valis
Valis Associates successfully works in bipartisan fashion with each new Administration and Congress; with corporations, trade associations, labor unions, think tanks, NGOs, and foreign governments. Valis continues to forge new relationships with the Congress and the Administration to assist its clients and coalition members on a wide variety of public policy challenges.

In the high-powered alphabet soup that defines Washington, DC, few consulting companies have as broad a White House-Executive Branch reach as Valis Associates which has ongoing relationships with senior members of such diverse departments as OSHA, OIRA, OMB, USTR, the SBA, NEC, OPE, EPA, and the White House Office of Intellectual Property Rights, among others.

Business Outreach
Valis Associates and our coalition members have met with the White House National Economic Council; the White House Office of Manufacturing Policy; and the White House Office of Public Liaison to discuss the impact of regulation on small and large businesses. Implications of the Affordable Care Act, impediments to job creation, duplicate regulations, and ways in which the Administration can help exports have all been discussed by coalition members  with the Trump Administration.

Valis Associates assisted White House staffers in developing a mission statement in early 2017 and plan for the new Trump Office of Public Liaison (OPL), called the Office of Public Engagement (OPE) under President Obama. Wayne Valis worked in the OPL under President Reagan and helped create it under President Ford. Valis clients and coalition members continue to meet with Trump staff.

The White House and the Trade Association Community
Valis, an expert coalition builder, has found ways to forge common ground between unlikely allies. Coalition members have met with the U.S. Trade Representative (USTR), the Occupational Safety and Health Administration (OSHA), OIRA, and the White House Office of Healthcare Policy.

Previously, senior association leaders of the Trade Association Liaison Council (TALC) met with the Director of the White House Business Council to determine areas of mutual interest and to discuss how American business can help the President and his Administration work to make America great . Valis coalition members and clients will continue to meet with senior Trump officials on a wide variety of issues.

Credit Availability for Small Business
During the Obama Administration, Valis coalition members discussed with the Small Business Administration concrete ways of improving access to credit for small businesses, in order to create American jobs.  As the Trump Administration continues to staff up, Valis clients and coalitions will continue to dialogue and work with the senior staff and leadership at the Department of Commerce; the White House Business Council; Senior Treasury Department Officials; and the Small Business Administrator and SBA staff.

The Trump Administration and the Federal Regulatory System
The Regulatory Improvement Council (RIC) has a more than 25-year track record of successfully helping to shape the federal regulatory system. RIC continues to meet and collaborate with the White House Office of Management and Budget and its Office of Information and Regulatory Affairs. Our coalitions continue to work closely with the Department of Energy, EPA, and OSHA officials, keeping an open dialogue between the private sector and the Trump Administration.

RIC has been proudly bipartisan from inception, and has worked with every Presidential Administration since President Reagan. During the Obama Administration, RIC conducted successful programs with Howard Shelanski, Administrator of OIRA at OMB; Bob Perciasepe, then-Deputy Administrator of the Environmental Protection Agency; and with Dr. David Michaels, head of the Occupational Safety and Health Administrations.

RIC also has strong ties with the non-profit and think tank community. RIC has conducted programs with the Mercatus Center at George Mason; with Will Marshall of the Progressive Policy Institute; with various analysts at The Heritage Foundation and the American Enterprise Institute; and with Susan Dudley, former OIRA Director and founder of the new Regulatory Studies Department at George Washington University.

RIC promotes worker health and safety, and federal regulations based on sound science, cost-benefit analysis and peer review.

Magna Carta
Signed on June 15, 1215 by King John of England, the Magna Carta is the foundational document of Anglo-American law and human rights. Magna Carta was the first document to both limit a monarch’s power and to guarantee such essential human rights as: trial by jury; no taxes without representation; the earliest women’s rights; and habeas corpus. The Valis team has worked with the owners of Magna Carta (Lincoln Cathedral in Lincolnshire, England) to organize a series of exhibits featuring the Magna Carta, in order to educate Americans about the roots of our liberties.

Education Policy
Valis has built mutually beneficial relationships between business leaders and the education community. The National Education Association, a former Valis client, has reached out to build bridges to American business, seeking new perspectives and viewpoints in order to create a public education system that provides a great public school for every student.
